Job description On behalf of our client, we are looking for a GM -Manpower Recruitment and Affairs to join their team in Riyadh. Job Summery The position holder will lead and manage large-scale overseas manpower recruitment operations, ensure efficient HR processes for blue-collar workforce management, and oversee manpower training initiatives. Responsibilities ​ 1. Overseas Recruitment & Deployment ·Lead end-to-end overseas mass recruitment campaigns for blue-collar and skilled workforce. ·Manage sourcing channels across India, Egypt, the Philippines, and other sourcing markets. ·Oversee candidate screening, assessment, onboarding, and mobilization. ·Build and maintain strong relationships with recruitment agencies, government bodies, and international partners. 2. HR Operations for Blue-Collar Workforce ·Oversee HR operations for large-scale blue-collar manpower including onboarding, deployment, contracts, grievances, and welfare. ·Ensure alignment with company policies, labor regulations, and international deployment standards. 3. Compliance & Labor Law ·Ensure full compliance with labor laws in India, Egypt, and the Philippines. ·Monitor updates in labor regulations and ensure that recruitment and HR practices adhere to legal requirements. 4. Manpower Training & Development ·Develop and manage pre-deployment and on-the-job training programs. ·Implement training initiatives to enhance worker skill levels and readiness. ·Collaborate with training centers and external providers to ensure quality standards. 5. Leadership & Strategic Management ·Lead a multi-country recruitment and HR team, ensuring high performance and operational excellence. ·Develop and execute long-term manpower planning strategies. ·Implement technology-driven solutions for tracking, recruitment automation, and process optimization. ​ Requirements • Bachelor’s degree in Human Resources, Business Administration, Management, or a related field. • 10–15 years of total experience in recruitment or HR operations. Minimum 5 years of experience in managerial or leadership roles. • Strong understanding of blue-collar workforce management and large-scale manpower operations. • Background in Recruitment, Facilities Management, F&B, or Construction sectors is preferred. • Tech-savvy, with experience using HRIS, ATS, digital recruitment tools, and workforce management software. • Knowledge of labor laws in India, Egypt, and the Philippines is mandatory. • Experience in managing or implementing training initiatives is an added advantage. • Excellent communication, negotiation, and stakeholder management skills. • Strong analytical and decision-making abilities with a strategic mindset.
